﻿{"id":13476,"date":"2026-07-13T16:05:06","date_gmt":"2026-07-13T14:05:06","guid":{"rendered":"https:\/\/italyun.esteri.it\/?p=13476"},"modified":"2026-07-20T16:49:44","modified_gmt":"2026-07-20T14:49:44","slug":"hlpf-2026-statement-by-undersecretary-claudio-barbaro-at-the-presentation-of-italys-2026-voluntary-national-review","status":"publish","type":"post","link":"https:\/\/italyun.esteri.it\/en\/news\/dalla_rappresentanza\/2026\/07\/hlpf-2026-statement-by-undersecretary-claudio-barbaro-at-the-presentation-of-italys-2026-voluntary-national-review\/","title":{"rendered":"HLPF 2026 &#8211; Statement by Undersecretary Claudio Barbaro at the presentation of Italy\u2019s 2026 Voluntary National Review"},"content":{"rendered":"<p><em>(Courtesy Translation)<\/em><\/p>\n<p>Mr. President, Ministers, Distinguished delegates,<\/p>\n<p>I am honored to be here today for a joint presentation alongside the Deputy Director General for Development Cooperation of our Ministry of Foreign Affairs and International Cooperation; Sardinia\u2019s Regional Councilor for the Environment, representing Italy\u2019s regions; and the representative of the Forum for Sustainable Development, the national platform for civil society engagement on the 2030 Agenda.<\/p>\n<p>Our VNR\u2014which we have labeled the \u201cVoluntary National, Local, and Youth Review\u201d\u2014is aimed to foster integration, which is why today four speakers will illustrate not only the results achieved, but also the rational underpinning our working method \u2013 that is shared responsibility.<\/p>\n<p>The VNR assesses processes underway at national level and in regional, local territory, but it is also future-oriented, as it rests on monitoring as instrumental to reorienting priorities and implementation trajectories. The goal is to broaden the perspective and outline not only the progress made toward achieving the SDGs but, above all, the overall transformative effort undertaken by the various levels of government and stakeholders.<\/p>\n<p>This concept translates into a unified framework, integrated across levels, stakeholders, and sectors, based on the National Strategy for Sustainable Development and the Triennial Programming and Guidance Document for Cooperation.<\/p>\n<p>At its core, Italy places levers for action and change, that is policy coherence, culture, and participation for sustainable development.<\/p>\n<p>Similarly, the SDGs localization and the active role of local communities build the foundation of our model.<\/p>\n<p>Following the work trajectories identified in 2022, this review exercise has identified several priority outcomes:<\/p>\n<ul>\n<li>Stronger interministerial coordination and improved piloting of mechanisms that enhance consistency in evaluating public policies to achieve the Sustainable Development Goals;<\/li>\n<li>Engagement of younger generations;<\/li>\n<li>Stronger multilevel governance and multi-stakeholder dialogue;<\/li>\n<li>Improved collaborative capacity, building a cultural environment conducive to experimenting new integrated policies and engaging a wide range of stakeholders, including businesses;<\/li>\n<li>Stronger integrated, multilevel monitoring system.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>The analysis we conducted also identified some challenges ahead:<\/p>\n<ul>\n<li>Enhancing the coherence of sustainable development policies by making public policy implementation and evaluation simpler and more effective;<\/li>\n<li>Facilitating networking among stakeholders, improving their training, and offering more opportunities for engagement and interaction;<\/li>\n<li>Establishing permanent platforms for dialogue, open to all stakeholders and younger generations, fostering an intergenerational perspective;<\/li>\n<li>Preserving initiatives that give voice to and prioritize local communities at the national and global levels, such as the \u201cPartnership Platform for the Localization of the SDGs.\u201d This initiative, launched by Italy and UN-Habitat and joined by various countries and organizations, supports peer-to-peer dialogue and promotes the testing of national frameworks for the localization of sustainability goals. The activities carried out within the Partnership led to the drafting of the \u201cJoint Message on the Localization of the SDGs,\u201d which Italy, together with other partners, has incorporated into its VNR;<\/li>\n<li>Contributing to the post-2030 agenda by focusing on cross-cutting, structural, and transformative factors, such as coherent and integrated governance at various levels.<\/li>\n<\/ul>\n<p>Italy\u2019s first Voluntary Review on Young Generations is inspired by the Pact for the Future and the Declaration on Future Generations.
