Giorgio Marrapodi a nome del Gruppo Uniting for Consensus"},"content":{"rendered":"<p style=\"text-align: center;\">The intergovernmental negotiations on the question of equitable<br \/>\nrepresentation on and increase in the membership of the Security<br \/>\nCouncil and other matters related to the Council<br \/>\nModel Discussion of the C-10 (African Group)<br \/>\n20th April 2026<\/p>\n<p>Distinguished Co-Chairs, I make this intervention on behalf of Uniting for Consensus (UfC). 1 I wish to thank Sierra Leone for presenting the model for reform of the Security Council on behalf of the C-102 African Group. It is a valuable effort to address the long-standing issues surrounding the Council\u2019s composition and functioning. The African Group has demonstrated clear leadership in the process: it was the first negotiating group to articulate a unified position, through the adoption of the Sirte Declaration and the Ezulwini Consensus, and, most recently, through the submission of its reform model. By putting forward this proposal, the African Group has contributed towards shaping a common understanding of a comprehensive reform.<\/p>\n<p>UfC, like the African model, supports the call for more equitable and balanced representation of Africa and other underrepresented regions in the Council. This would not only remedy the current geographical imbalance, but also benefit us all by making the reformed Council truly representative to the wider membership. It will be key to implement this common goal without reproducing existing inequalities, but rather ensuring that the Council becomes more representative, democratic, accountable, transparent and effective. In 2024 world leaders recognised the need, as a priority, to address the historical injustice against Africa, recognizing it as a special case, while also improving the representation of the underrepresented and unrepresented regions and groups, such as Asia-Pacific and Latin America and the Caribbean3 . We support this approach and acknowledge the importance that African countries attach to ensuring the voice of their region is fully heard. UfC acknowledges that the African Group model, which has been framed as a collective regional effort, is fundamentally different from those driven by individual national ambitions.<\/p>\n<p>UfC\u2019s position on the expansion of the permanent category and its prerogatives is well known and we believe that our model has built-in flexibility to adequately accommodate the African Group\u2019s aspirations in a constructive and forward-looking manner. UfC wishes to engage more closely with the African Group, to share and understand each other&#8217;s perspectives, and to pursue our common objectives. UfC concurs with the African model on several issues, including the need to improve working methods: we share the view that enlargement alone is insufficient, as any reform must address the Council\u2019s effectiveness. Enhancing transparency must remain central. That is why we also support a more inclusive decision-making: closer cooperation between the Council and the Peacebuilding Commission and the African Union\u2019s Peace and Security Council is a priority. Aligned with Peacebuilding Commission and African Union priorities, equitable decisionmaking and genuine localization are essential\u2014not just in principle but in practice\u2014to ensure more effective and sustainable delivery on the ground. Another element of convergence between the two models is the relationship between the Security Council and the General Assembly. UfC, as well as the African Group, has always called for a reform that would strengthen coordination and complementarity between the two organs and guarantee greater accountability. Likewise, we both advocate for greater inclusion of non-Council members in the discussions of issues that directly affect them. We would welcome your reflections on the concept of cross-regional representation, especially concerning the possible establishment of crossregional seats. We would also be interested in understanding, how the African model envisions ensuring accountability and periodic review of members that would hypothetically hold permanent seats, given that such status would not be subject to periodic elections. Finally, we would like to request your assessment on the impact of a reduced ratio of elected to permanent members, in terms of preserving the democratic character of its decision-making.<\/p>\n<p>In the spirit of mutual flexibility, we look forward to building on convergences with the African Group and other negotiating groups and Member States to reach an agreement on a proposal that enjoys the widest possible political acceptance.
