I thank the Kingdom of Bahrain for convening this meeting.<\/p>\n
Italy aligns itself to the statement delivered by the European Union and would like to add some further remarks in its national capacity.<\/p>\n
Maritime threats pose significant challenges, not just to coastal states and local communities, but also to the international community as a whole. The breadth of these threats, especially those affecting critical maritime routes, is growing so much that it has become one of the main drivers of global instability.<\/p>\n
The increasing disruptions to commercial shipping, notably in the Gulf, the Strait of Hormuz, Bab al-Mandab, the Gulf of Oman and the Red Sea, in blatant violation of the international law, are a stark reminder of the fundamental importance of maritime communication routes for the international economy and ultimately for international peace and security. Accordingly, it is in the interest of every State to commit to ensuring the full application of the principle of freedom of navigation and under safe conditions for maritime personnel.<\/p>\n
Mr. President,<\/p>\n
Italy reiterates its solidarity towards the Gulf countries affected by unacceptable retaliatory strikes. In particular, while condemning in the strongest possible terms the recent Houthi attacks against Saudi Arabia and against the legitimate Yemeni Government, Italy expresses the urgency of putting an end to hostilities and to preserve the freedom and safety of navigation in the Red Sea and through the Bab al-Mandeb strait. Italy, including through EUNAVFOR Aspides, will continue to do its part to safeguard freedom of navigation and contribute to maritime safety and the stability of the region.<\/p>\n
At the same time, Italy stresses once again the need for collective action to ensure universal compliance with the relevant international norms. UNCLOS remains the foundational legal framework for maritime right and obligations, including those related to maritime security.<\/p>\n
In the same vein, we reaffirm the Security Council\u2019s primary responsibility in addressing challenges to maritime security capable of disrupting global navigation and trade, damaging critical infrastructures, and destabilizing regional stability. Building on the legal foundation provided by the Charter of the United Nations, UNCLOS, and other key conventions, the Security Council can promote the adoption of legal norms and resolutions, address regional crises involving critical sea passages and chokepoints, authorize actions against maritime threats, such as piracy, terrorism and various illicit activities.<\/p>\n
While the Security Council can offer guidance to resolve any disputes or disagreements with regard to maritime security and address threats to the freedom of navigation, its effective implementation rests on Member States\u2019 willingness and commitment. Italy has been supporting international efforts against any threat to maritime security and stands ready to contribute to collective efforts, concerted with regional and international partners and defensive in nature, to safeguard freedom of navigation and to preserve the stability of global markets in the Gulf, the Strait of Hormuz, the Red Sea and elsewhere.<\/p>\n
We will remain steadfast in our commitment to upholding freedom of navigation globally and reinforcing the law of the sea.<\/p>\n
