It has revitalized how the General Assembly addresses security crises, moving well beyond the traditional remit of the Uniting for Peace Resolution. Above all, it guarantees that the entire UN membership can make its voice heard when institutional deadlock paralyzes the Council.

Mr. President,

Italy wishes to reiterate one simple proposition: the veto power is the core of the problem. While it reflected the immediate aftermath of World War II, today its abuse stands in contradiction to the foundational principle of the sovereign equality of States. In too many occasions the veto has paralyzed the Security Council, preventing it from discharging its primary mandate and denying protection to the people suffering from conflicts. This is why Italy has consistently opposed any Security Council reform model that would create new permanent seats with veto power, which would only aggravate the Council’s inefficacy.

While we do not expect the P5 to renounce to their privilege under the Charter – and their position in this respect is fully guaranteed by the amendment procedure under Article 108 – we call upon the permanent members of the Security Council to exercise their veto power responsibly and to provide a comprehensive explanation to the entire membership of the General Assembly whenever they choose to do so. The widespread support for the veto initiative and the strong participation in the meetings convened under its framework reflect a shared commitment among UN Member States to greater responsibility and accountability.

Furthermore, we underline the importance of respecting Article 27, paragraph 3, of the UN Charter, which requires a party to a dispute to abstain from voting on decisions under Chapter VI and VIII concerning that dispute. Consistent adherence to this provision would have strengthened the credibility and effectiveness of the United Nations in addressing some of the most pressing threats to international peace and security.

Mr. President,

The challenges facing the international community, from peace and security to sustainable development, climate action, human rights and the rule of law, need a strong multilateral response.

Let us use this opportunity to reaffirm our determination to build a multilateral system, that is more effective, democratic, transparent and inclusive, and that is accountable to all its members.

I thank you.

Thank you, Mr President, Italy aligns itself with the statement delivered earlier by the distinguished representative of Liechtenstein and would like to add some remarks in a national capacity.
