1.\u00a0 \u00a0 \u00a0Upon the initiative of Italy and the United States (the co-chairs), senior officials representing Algeria, Egypt, France, Germany, Italy, Morocco, Qatar, T\u00fcrkiye, United Arab Emirates, United Kingdom, and the United States of America convened on the margins of the United Nations General Assembly High-Level Week to discuss the political stalemate and deepening divisions in Libya.<\/p>\n<\/div>\n

2.\u00a0 \u00a0 \u00a0The co-chairs reaffirmed the strong support of the international community for Libya\u2019s sovereignty, independence, territorial integrity, and national unity.<\/p>\n<\/div>\n

3.\u00a0 \u00a0 \u00a0The co-chairs welcomed the briefing by UNSMIL Officer-in-Charge Stephanie Koury, who updated participants on the mission\u2019s ongoing efforts to facilitate meaningful dialogue among Libyan parties in order to reverse institutional fragmentation and move towards sustainable stability, ending the current transitional period and agreeing on a credible roadmap to free, fair, transparent and inclusive presidential and parliamentary elections based on an inclusive political agreement and viable electoral laws.<\/p>\n<\/div>\n

4.\u00a0 \u00a0 \u00a0The co-chairs commended the progress facilitated by UNSMIL in enabling Libyan parties to reach a compromise on appointing new leadership of the Central Bank of Libya (CBL), as a crucial step to address the negative repercussions for the national economy of the recent crisis. They underscored the ongoing need for the robust implementation of this agreement to re-establish competent and credible leadership at the CBL, ensuring transparency and accountability and enabling the CBL to fulfil its mandate and core functions.\u00a0 They expressed full support for UNSMIL in assisting Libyan parties to implement the agreement announced on September 25.<\/p>\n<\/div>\n

5.\u00a0 \u00a0 \u00a0The co-chairs recalled that Libya\u2019s oil resources are for the benefit of all Libyans and urged all Libyan parties to allow oil production to resume in full without disruption, interference, or politicization, as well as to ensure that oil and gas revenues are managed in a transparent, equitable and accountable manner with effective Libyan oversight.<\/p>\n<\/div>\n

\u00a06.\u00a0 \u00a0 \u00a0The co-chairs renewed their full support for the 23 October 2020 ceasefire agreement, including its call for the withdrawal of mercenaries from Libya without delay, and welcomed the commitments of the 5+5 Joint Military Commission and the two Chiefs of Staff towards reunification of the Libyan military and security institutions.<\/p>\n<\/div>\n

7.\u00a0 \u00a0 \u00a0In this framework, the co-chairs welcomed the support of participants for enhancing security coordination and information-sharing among Libyan security forces throughout the country, including in the framework of efforts to enhance the country\u2019s counterterrorism and border security capabilities.<\/p>\n
