Peacebulding Commission - Ambassadorial-level meeting on “2020 review of the peacebuilding architecture”

Statement delivered by Ambassador Mariangela Zappia, Permanent Representative of Italy to the United Nations, at the Ambassadorial-level meeting of the Peacebuilding Commission on “2020 review of the peacebuilding architecture”. ---

I thank you, Mr. President,

and thank you for having convened this meeting, and for your important remarks.

Mr. Chair,

just a few comments to signify our expectations for the upcoming Peacebuilding Architecture review.

First, we support the Secretary General’s vision and commitment. We recognize that significant steps forward have been made, especially when we look at the recommendations contained in the 2018 Report. Nevertheless, we share the view that more predictable financial resources should be allocated to peacebuilding activities. Italy, thus, as a longstanding partner of the PBF, has decided to heighten its contribution to the fund this year. We are also almost doubling our contribution, even if it’s more modest than the doubling of our friends from the UK. We want to underline that we believe in this body.

Second, turning to the review of the PB architecture, it is clearly a unique opportunity. The 2016 twin resolutions provided us with a solid conceptual base, which must be preserved. In 2020, our aim should be to build on these concepts: taking stock of the best practices and moving forward to further implement the sustaining peace agenda.

Several good examples must been taken into consideration in conducting the review: the positive dynamic brought forth by the SG’s reforms; the growing integration between peacebuilding and the other dimensions of UN activities - including the A4P Initiative and the “Pathways for Peace Report ”; the increasing role of the Peacebuilding Commission in bringing together the different bodies and actors of the UN and of the international community.

On this last aspect, finally, we think it is important that the review further recognize the added value of the Peace Building Commission. The PBC has shown to have a remarkable convening capacity and to be an effective tool able to guaranteeing flexibility and inclusivity. The review should further consolidate these elements which make the advisory role of the PBC really important.
