Thank you for joining us this morning, and my sincere thanks as well to the many experts and friends who are participating remotely.
When the opportunity arose to mark the 5th Anniversary of the Security Sector Reform Standing Capacity, Italy embraced it with great enthusiasm and was delighted to partner with the Secretariat in organizing the celebration of this important milestone.
Five years may seem a relatively short period of time. Yet, looking back – a great deal has been done.
From Africa to the Middle East, through engagements spanning 17 Countries, the Standing Capacity has brought invaluable expertise, strategic guidance, and practical support wherever needed across the United Nations system. It has helped ensure coherence in our collective efforts while remaining grounded in national ownership and in full respect of the priorities of host countries.
Since its establishment, the Standing Capacity has particularly resonated with Italy because it embodies two principles in which we deeply and firmly believe:
- First, the promotion and the protection of the rule of law, the pillar of any pathway toward peacebuilding and supporting peace;
- Second, its unique rapid response capability. The agility, flexibility and effectiveness that characterize its deployments enable it to provide timely support precisely where and when it is needed most. This is made possible in no small part by the presence of the Standing Capacity in Brindisi, an ideal and indispensable hub whose logistical advantages and proximity to so many areas of crisis significantly enhance the Standing Capacity’s ability to deliver results on the ground.

The path to peace is rarely linear.
Every context presents its own challenges, realities and opportunities. Success depends on our ability to understand these differences and to adapt our approaches and tools accordingly.
At a time when we are all acutely aware of the difficulties involved in forging consensus and advancing shared solutions among Member States of the United Nations, including within the Security Council itself, the Standing Capacity offers something truly exceptional: the ability to make a direct, practical and immediate contribution of extraordinarily high added value. It translates commitment into action, expertise into results, and international solidarity into tangible impact for communities affected by conflict. Quite simply, it makes a real difference on the ground.
Today, just as 5 years ago, Italy is proud to have contributed to this success story and is equally proud to reaffirm its commitment for the future. Together, we can continue to turn expertise into impact, partnership into progress, and hope into lasting peace.
Italy stands ready to do its part – today, tomorrow, and in the years to come.
