Plenary Meeting of the General Assembly on the “Use of veto”

Mister President,

Italy fully aligns itself with the statements delivered by the European Union and Liechtenstein on behalf of a group of States and would like to add some considerations in its national capacity.

We are convened today to reaffirm our commitment to the UN Charter, and to reiterate the need to ensure that the fundamental principles of international law prevail wherever they are challenged.

The amendments proposed by the European members of the Council on the resolution “path to peace” reaffirmed the commitment of the International Community to the sovereignty, independence, unity and territorial integrity of Ukraine and for a just, lasting and comprehensive peace between Ukraine and Russia, in line with the UN Charter. The same amendments – before being vetoed by Russia in the Council – had been approved by the Eleventh emergency special session of the General Assembly, establishing essential tenets for the upcoming negotiations and for a future peace settlement. We firmly believe that the full implementation of these principles is a matter not only in the interest of Ukraine and Europe, but also of the entire UN membership, since they are the foundations that hold the international community together.

We wish to recall that according to the 1970 Declaration on Principles of International Law concerning friendly relations among States, “the territory of a State shall not be the object of acquisition by another State resulting from the threat or use of force.”

Unwavering support for independence and territorial integrity of Ukraine has been a priority for Italy since the beginning of the conflict. While strongly backing the European Union initiatives, Italy is contributing in particular to ensure Ukraine’s resilience and intends to play an active role in the social and economic recovery of the Country. We will host in July in Rome the Ukraine Recovery Conference: together we will lay the foundations for a prosperous independent Ukraine within our common European family.

We are not at war with Russia, but we strongly uphold Ukraine’s independence and territorial integrity.  We are also concerned about the humanitarian crisis, high toll of destruction and the global consequences of the war. The only real way to alleviate people suffering in Ukraine is to put an end to this war through negotiations leading to a just, verifiable and monitored peace. We therefore encourage a diplomatic solution to the conflict, based on the UN Charter, with the full involvement of Ukraine and Europe. Italy remains committed to collaborating with all partners ready to support peace efforts.
