STATEMENT BY ITALY’S PERMANENT REPRESENTATIVE AT GA PLENARY MEETING TO CONSIDER A DRAFT DECISION UNDER AGENDA ITEM 125

Mr. President,

On behalf of Uniting for Consensus, we thank you for your steadfast leadership during the 77th General Assembly and for your proposal of oral decision as adopted a few moments ago.

We also wish to commend the Co-Chairs, Ambassador Albanai and Ambassador Marschik, for their dynamic guidance of the negotiations this year.

Uniting for Consensus joined the consensual adoption of the oral decision, as we believe it adequately reflects the discussions occurred this year in the IGN.

To this regard, we have welcomed the innovations introduced by the Co-Chairs following the agreement among Member States in the working methods of the IGN during the current session, duly reflected in the decision adopted today. We are of the opinion that these innovations, namely the webcasting of the open segment of the meetings and the creation of a website to act as a repository of the recordings of the webcasts and other IGN related documents, have not only increased the transparency and the inclusivity of the process, but have contributed to making the discussions during this session of the IGN livelier and actively participated by a large number of Groups and individual Member States.

Our group has always operated in favor of a consensual approach and we welcome the fact that this Assembly was able, once again, to rally around this approach and approve an orderly transition of the negotiations to the 78th session of the GA.

This session of the IGN has also confirmed the urgency felt by the wider membership for a comprehensive reform of the United Nations Security Council, especially during last year’s High-Level Week, and for the IGN to achieve progress. The current context requires a reform that turns the Security Council into a more efficient organ, with a greater number of non-permanent members.

UfC remains committed to the Intergovernmental negotiations as the platform to do so and we are convinced that a general agreement among the membership on the fundamental principles and contents of the reform can be found in this context. In our view, true compromise, political will and time are crucial to achieve concrete results on a comprehensive Security Council reform. In this spirit, we are looking forward to resuming the discussions on the reform of the Security Council, in the context of the next IGN. Rest assured that UfC shall continue to be a positive, constructive and fully engaged actor.
