let me begin by expressing my sincere appreciation to the delegation of Guyana for organizing this important event.
I would also like to align to the statement delivered by the European Union and join colleagues in commending the United Nations for its tireless efforts to underscore a fundamental truth: there can be no peace without sustainable development and no sustainable development without peace.
As we approach the 80th anniversary of the United Nations Charter, it is crucial that the various UN bodies and international actors reflect on how we can collectively strengthen a more robust and coordinated system-wide approach. Such an approach should aim at supporting economic, social and political transformation; preventing the outbreak of conflict; safeguarding development gains and fostering long-term transitions from war to peace.
Italy remains fully committed to identifying and addressing the widespread and crosscutting challenges that threaten the survival, livelihood and dignity of every people in line with the human security approach frequently addressed by the Secretary General Guterres. Collectively, we have to aim at fostering an integrated and indivisible balance across the three dimensions of sustainable development: economic, social and environmental. This synergy also extends to key local and international actors, including civil society, the private sector, and scientific and research institutions, creating a multi-actor environment in which diverse and, at times, differing interests can be addressed effectively in pursuit of common goals at the national, regional and global levels.
In light of the current humanitarian gap, it is no longer sufficient to respond solely to emergencies. It is essential to address the root causes of crises—such as poverty, underdevelopment, and conflicts—through a coordinated, comprehensive and preventive strategy. Italy believes that acting in advance is also essential to optimizing the use of the limited resources currently available for humanitarian crises. Disaster risk reduction and anticipatory action must be placed among the top priorities of our international engagement.
Promoting peace also means strengthening the ability of partner countries to mobilize resources for sustainable development. Italy supports the use of innovative financing instruments, co-financing mechanisms and blended finance, to attract private investment in strategic sectors that enhance community resilience. These approaches are particularly relevant in fragile contexts, where public intervention can act as a catalyst. In this regard, Multilateral Development Banks and International Financial Institutions are essential partners in delivering long-term impact.
Madame President,
institutions are key for economic development and security. Italy is engaged in promoting just, peaceful and inclusive societies in line with the SDG 16, recognizing that these are essential foundations for sustainable and lasting development. Italy works in close partnership with organizations such as the International Development Law Organization to advance the rule of law and sustainable development. A recent example of this fruitful cooperation was the organization of the “Advancing Peace, Justice and Institutions for Sustainable Development” conference held last month at the United Nations which focused on advancing the objectives of SDG 16. With the support of IDLO and UNDESA, the conference successfully mobilized action and partnerships while discussing on how SDG 16 can serve as a catalyst for accelerating progress across the 2030 Agenda and contribute meaningfully to the implementation of the Pact for the Future.
The Italian commitment to the rule of law, peace and multilateralism is also reflected in its longstanding and increasing support for the United Nations’ work in peacebuilding. As a member of the Peace Building Commission in 2023-2024, and a committed partner of the Peacebuilding Support Office, Italy has championed several issues, including the universality of prevention, the centrality of the rule of law and human rights in peacebuilding processes. In this context, Italy recognizes that enhanced cooperation between the United Nations and the regional organizations is a key element in building solid foundations for sustainable peace and development.
Given our shared goal of achieving durable and sustainable peace, Italy firmly believes that stronger synergies among Member States, the UN and regional and sub-regional organizations can provide vital support to the actions of the UNSC in mitigating or preventing the conditions that may lead to both local and international conflicts.
