Excellencies,
Italy aligns itself with the statement delivered by the European Union and by Morocco on the behalf of the Group of Friends of R2P and would like to add the following remarks in its national capacity.
This year marks the 20th anniversary of the Responsibility to Protect – an enduring international commitment to prevent and respond to genocide, war crimes, ethnic cleansing, and crimes against humanity.
As we reflect on this milestone, we must acknowledge that too often our promises have fallen short of action. From Sudan to Myanmar, civilians continue to bear the cost of inaction and impunity.
Extreme poverty, human rights violations, weak institutions and impunity can represent risk factors that need to be properly recognized, identified and addressed before becoming actual drivers of conflict, hate and violence.
Stepping up our capacities, at the national, regional and international level to address the root causes of atrocity crimes is key in this perspective.
Italy reaffirms its unwavering commitment to R2P and its foundational pillars. We believe that prevention remains the most effective and sustainable tool.
To this end, we emphasize the strengthening of early warning mechanisms, national human rights institutions, and inclusive governance. Italy is an active member of the Global Network of R2P Focal Points, and we encourage others to join this growing community of practice.
The threats we face today, as climate change, disinformation and hate speech are all evolving and heightening the risk of atrocities. Italy supports a forward-looking approach. We also underscore the need to ensure accountability.
Justice remains essential to deterrence, reconciliation, and sustainable peace.
Lastly, we emphasize the importance of engaging civil society and including victims and survivors in prevention and accountability efforts. Their voices are indispensable in shaping effective and inclusive responses.
The Responsibility to Protect is not just a principle – it is a moral and political obligation. Let us use this anniversary not only to reflect, but to act, collectively and decisively. Italy remains steadfast in its commitment to uphold this responsibility and work alongside all partners to ensure that “never again” becomes reality.
