Assemblea Generale – Meeting informale della Plenaria sul Rapporto “Our Common Agenda”

Intervento dell’Italia alla Riunione Informale della Plenaria dell’Assemblea Generale sul Rapporto del Segretario Generale intitolato ‘Our Common Agenda’ —

Mister Vice President,

Italy aligns itself with the statement delivered in the course of this debate by the Head of the EU Delegation.

We thank the President for promoting this discussion on the follow-up to the UN75 Political Declaration.

At the same time, we are grateful to the Secretary General for presenting its report on “Our Common Agenda”: an excellent analysis of the shortcomings of global governance in face of the current pressing challenges, integrated by a wide range of operational recommendations on how to rebuild trust and revitalize multilateralism.

We do share the view that urgent action is required to foster a more inclusive and effective multilateralism in order to achieve the breakthrough invoked by the Secretary General. As clearly indicated in the report, we owe this – first and foremost – to the young people and the generations to come.

The awareness of this need – that links together the future of our peoples, the preservation of our planet and the prospects of global prosperity – has also inspired Italy’s Presidency of the G20, which will reach its apex this weekend with the G20 Leaders’ Summit in Rome.

As to the recommendations contained in the report, they deserve the highest consideration by the UN membership. Some of them, clearly fall under the SG’s purview and will necessitate only of a general support by Member States. Others, as noticed in other interventions, will need a more explicit and formal backing by the membership. It will be important, however, to look at all of them in a comprehensive way and with a constructive mind.

On a preliminary note, we very much appreciate the suggestion to build a New Agenda for Peace and the emphasis put on reducing all kinds of inequalities and rebuilding on trust between and amongst countries, institutions and people, also by pursuing a new social contract.

We also concur on the need to reaffirm the centrality and universality of human rights and welcome the focus on gender equality and the empowerment of women and girls, on the eradication of all forms of gender-based discrimination and violence and on the active involvement of youth and civil society.

Moreover, we fully endorse the objective of improving the delivery of our Global Commons Goods, hence the priority attached to tackling climate change and the loss of bio-diversity, to overcoming the pandemic and building a more resilient global health system, and to dealing, in a comprehensive and effective manner, with the challenges and opportunities of the digital revolution.

We are of the opinion that this ambitious agenda also requires reforming and modernizing existing international institutions, starting with UN, in order to make them more inclusive, representative, democratic, transparent and accountable.

Finally and as already indicated in the EU statement, we support a short and concise procedural GA Resolution on the SG’ Report, with a view to initiate an inclusive and productive follow-up process.

I thank you.
