Assemblea Generale – Dibattito informale plenario su ‘Common Agenda consultation 3’

Discorso pronunciato dall’Italia al Dibattito plenario informale dell’Assemblea Generale come follow-up del Rapporto ‘Our Common Agenda’ del Segretario Generale – “3nd thematic cluster on the theme Frameworks for a peaceful world – promoting peace, international law and digital cooperation” —

Mr. President,

Italy aligns itself with the statement delivered by the EU and wishes to add a few quick points in its national capacity.

First, on promoting peace.

As experienced in many parts of the world, including these days in Europe, conflict prevention, mediation and peacebuilding are among the priorities of our time. Therefore, preventive diplomacy should be given a more prominent place in the activities of the UN and the paradigm of the UN action should be changed from crisis management to conflict prevention and sustaining peace. We also stress the need to reinforce the “whole-of-pillar” approach, which is a crucial element in the Common Agenda of the Secretary-General, and express our support for the New Agenda for Peace.

Secondly, on International Digital Cooperation. Italy strongly supports the Secretary General’s proposal for a Global Digital Compact for a more open, free and secure digital future for all.

Digitalization can help to connect the unconnected, to allow children to access education, to tap the potential of telemedicine and save millions of lives and to give vulnerable communities a voice, while promoting the respect of human rights. In a nutshell, it can be a decisive accelerator for the achievement of many SDGs.

Hence, we must seize the opportunity to shape consensual guiding principles and to reinforce multilateral strategies to steer the technological revolution in the right direction.

We also must avoid that digitalization processes become a new source of inequality and discrimination.

As confirmed by the experience of the Internet Governance Forum, the contribution of the private sector and civil society in this sector is essential and must continue to be ensured.

Thirdly on international law. Italy supports the proposed “new vision for the rule of law”. We retain essential to progressively codifying international law in crucial areas such as: the protection of the environment and the oceans; the protection of persons from climate change-related risks; and the accountability for the gravest crimes, including crimes against humanity. It is also key to focus on the implementation of existing international legal frameworks, by setting up and reinforcing effective review and compliance mechanisms.

In this vein, Italy endorses the call from the Secretary-General to consider a global roadmap for the development and effective implementation of international law.
