REMARKS BY ITALY AT INFORMAL INTERACTIVE DIALOGUE 1: THE PACT FOR THE FUTURE – MEANS OF IMPLEMENTATION.

Thank you, Mr President for the timely convening of this meeting and to the Secretary General and the other briefers for their remarks.

Italy aligns itself with the statement delivered by the European Union and wishes to add the following remarks in its national capacity.

The Pact for the Future and its annexes represent an important milestone in our resolve to strengthen multilateralism, with the United Nations at its center, to face and solve today’s intersecting crises.

The Pact is our guide through all the three pillars of the UN, maintaining key emphasis on the respect of the UN Charter, international law and the rule of law.

Since the implementation of the 2030 Agenda is still lagging behind, we need to implement the Pact for the Future more than ever. The Pact puts greater emphasis on the eradication of poverty and the fight against hunger and food insecurity, which remains crucial in our action to achieve the 2030 Agenda. We look forward to the UN Food System by convening Summit Stock Taking moment (UN FSS +4) as an important step also to implement the Pact of the Future and in particular its Action 3.

Furthermore, the creation of a new Group of Friends of Culture co-chaired by Italy, Cyprus, Egypt, Mexico and the United Arab Emirates, last February 6, is another tangible step towards the implementation of the Pact for the Future, which clearly defines culture as “an enabler of sustainable development”.

On peace and security, we should aim at increasing integration between peacebuilding, with a strong focus on conflict prevention based on the principle of national ownership, and peacekeeping, which over decades has demonstrated longstanding ability to overcome setbacks and to identify a set of principles shared by the membership, enshrined in Action for Peacekeeping AFP and Action for Peacekeeping Plus (AFP+). These principles are the common heritage on which new peace operations can be built.

On Global Governance, the Pact implementation should strengthen the multilateral response to crises and global challenges and give a boost to reform efforts based on shared principles.

As for IFA reform and FFD, we should continue to ensure that the Pact’s implementation is well contextualized and coordinated within the ongoing global efforts, recognizing the transformative processes and instruments under way. We also need to ensure efficiency, effectiveness and quality of resources from all channels to achieve the means of implementation required.
