DISCORSO PRONUNCIATO DALL’ITALIA ALLA “INTERGOVERNMENTAL NEGOTIATION ON THE POST-2015 DEVELOPMENT AGENDA: OPEN DISCUSSION OF DRAFT DECLARATION 2015” (20 febbraio 2015) 

Distinguish Co-Facilitators,


Many thanks for producing the Discussion Paper.

It is very comforting to see how we are moving forward in our deliberations, taking a step at a time.

And we appreciate the way you, Co-Facilitators, are accompanying us in this journey.
We align ourselves with the statement pronounced yesterday on behalf of the European Union and its member-States and since that statement contains also our indications on the Discussion Paper, we would limit ourselves to encourage you, Co-Facilitators, to try to be as innovative as possible in the stile and in the structure of the draft declaration that you will propose us in the next future.

In that regard, and in coherence with our previous statements, we want simply to underline the three concepts that in our view are central to the new paradigm:
1) Eradication of poverty and Sustainable Development, which are the overarching objectives for the post 2015 agenda with the former – Sustainable Development – being the key enabler for reaching poverty eradication;
2) A Transformative and Universal approach – in the vision that should be set out in the Declaration, we need to emphasize the need for a fundamental change in the way we look at and do things.
3) a renewed, strengthened Global Partnership, which needs to be declined with the words universal, shared responsibility and mutual accountability, effective monitoring and review.

Finally, the three key-words that we propose for the Declaration are: Shared, Common and All.
