ECOSOC Fourth Forum on Finacing for Development – Sessione Conclusiva

Madam President,

Distinguished colleagues,

Ladies and gentlemen,

For me it has been a privilege and an honor to co-facilitate the negotiations of this Agreed Conclusions and Recommendations of the 2019 Forum on Financing for Development follow-up, together with my good friend the Permanent Representative of Zambia, Ambassador Lazarous Kapambwe.

In fulfilling our role as co-facilitators, we established a substantive dialogue and fruitful cooperation with all the institutions and actors involved in the short, but very intense, period of preparation and negotiation of the Forum’s Document.

The work of the co-facilitators was supported byan excellent interagency report and this is really a proof that the UN System can produce excellent situational analysis and that we must take full advantage of this capacities. Also, we were supported bythe genuinely constructive spirit with which all delegations engaged in negotiations. This was really excellent and it has been a decisive factor in achieving what, I believe, is a significant result.

The Outcome Document is a concise, substantive and action-oriented document.

We were able to identify in the Document the most relevant challenges and agree on a series of specific recommendations for each of the seven areas of action of the Addis Ababa Action Agenda, which will help guide the work of the public sector, and a much more active engagement of the private sector and civil society.

I am convinced that the Outcome Document will serve as a solid base for the High-Level Dialogue on Financing for Development and for all other relevant events that will take place in the upcoming months startingfrom. the HLPF under the auspices of the ECOSOC, but also the SDG Summit, the Climate Summit, the High-Level Meeting on Universal Health Coverage, the High-Level Review of the SAMOA Pathway and the High-Level Mid-term Review of the Vienna Programme of Action.

My appeal now is to keep the momentum going, as there are many challenges ahead. My friend, Ambassador Blanchard, just mentioned some of the tremendous challenges we have outside the system, let’s put our efforts at least inside the system to face them.

I also would like to express my gratitude to you, Madam President, for entrusting me with this important and challenging task, and I thank Mr. Navid Hanif and the entire DESA team for their invaluable support, their dedication and their professionalism throughout the preparation and negotiation process. I would also like to express my gratitude to my friend and fellow co-facilitator, Ambassador Kapambwe, as well as to the Zambian and Italian experts, Ms. Theresa Chanda and Mr. Lorenzo Morini, for their contribution to the success of the negotiation process.
