High-level Pledging Event on the Central Emergency Response Fund for 2023

Statement of Italy delivered by Amb. Gianluca Greco, Deputy Permanent Representative of Italy

 

Thank you Chair,

Every year we witness a steady and unrelenting increase of humanitarian needs worldwide. The numbers speak for themselves: as recently pointed out in the Global Humanitarian Overview 2023, next year we expect over 330 million people in need of humanitarian assistance.

As humanitarian needs are globally on the rise and the resources that we are able to deploy become increasingly more inadequate, it is crucial that we work towards maximizing the efficiency of humanitarian aid. CERF’s structure gives it the necessary flexibility to quickly and effectively respond to humanitarian emergencies.

As a clear example, in the immediate aftermath of the Russian aggression of Ukraine, CERF promptly mobilized its resources to respond to the rapidly growing humanitarian needs, as also seen in other emergency contexts, from Somalia to Yemen.

We thus believe the Fund to be one of the most effective tools at our disposal to respond to the rising funding gap, which is why the Italian support to CERF has been continuously increasing over the last years. We also commend the crucial role of the Under-Secretary General Griffiths in its coordination.

This year Italy has so far devoted 15 million euros to the Fund, and I am today pleased to announce a further 2,5 million euros top-up for 2022 in order to replenish the fund for its support to food security, in particular in the Horn of Africa.

Looking ahead to 2023, we intend to renew our commitment and our support to the Fund’s activities. I am indeed pleased to announce that we will contribute with 15 million euros to the CERF next year.
