Intervento dell’Italia al Dibattito Generale del Segmento Affari Umanitari dell’ECOSOC


Thank you Chair,

Italy aligns itself with the statement of the EU.

Year after year, it has become disheartening to describe humanitarian needs and crises as unprecedented. The global humanitarian situation was already critical in 2023, and the demand for humanitarian aid now seems relentless.

Conflicts continue to be the primary cause of humanitarian crises and food insecurity. We are witnessing widespread displacement and facing the most severe global food crisis, with millions on the brink of famine and hundreds of thousands in life-threatening conditions.

The climate crisis exacerbates the suffering of those already affected by prolonged humanitarian emergencies and increasingly severe climate-related disasters. Climate-induced displacement is rising, threatening lives and disrupting livelihoods as more frequent and severe disasters loom.

Protection risks and challenges are escalating, disproportionately impacting women, children, and other vulnerable groups.

In this context, safeguarding humanitarian personnel is critical, as they are often on the front lines providing essential aid in dangerous and volatile environments. Ensuring their protection is a moral imperative, and is crucial for maintaining the continuity and effectiveness of humanitarian operations.

Italy intends to continue playing its prominent role in global humanitarian efforts through financial aid, resource allocation, and personnel deployment. We commend the work of UN humanitarian workers on the ground. We take proud in hosting UN agencies based in Rome and collaborate closely with them, particularly on initiatives addressing food insecurity.  We are dedicated to alleviating suffering and promoting human rights also by collaborating with NGOs and civil society, to enhance the effectiveness of humanitarian responses.

In its humanitarian endeavors, Italy places significant emphasis on the African continent. This commitment is underscored by the Italian government’s renewed dedication to extending efforts to Africa, particularly within the context of its G7 Presidency. This reflects Italy’s proactive stance in addressing critical issues such as humanitarian aid, development assistance, and fostering partnerships aimed at enhancing stability and prosperity across Africa.

Italy engages in capacity-building activities to strengthen the abilities of local communities and national systems to respond to emergencies through training programs. Finally, let me stress that we strongly advocate for the respect of international humanitarian law, ensuring that the principles of humanity, neutrality, impartiality, and independence are upheld in all humanitarian operations.
